2007 Report on the Status of Human Rights and the Report on the Observation of 2007 Elections Are Online at CCDH Website The CCDH 2007 Report on the Status of Human Rights and the Report on the Observation of the 2007 Elections are now online at the CCDH website.

The first report, available under publications in Arabic, presents the CCDH different lines of work: the Citizen Platform for the Promotion of the Human Rights Culture, the observation of the 2007 elections, the consultation process on the establishment of the Council for the Moroccan Community Abroad (CCME), the exercise of some rights and freedoms, convention commitments and NGO reports as well the CCDH report of activities for 2007.

The second report, available in Arabic, consists of four chapters: the reference frame of election observation, organization of observation, results of observation, and conclusions and recommendations.

Report of Diwan Al Madalim for the years 2006 and 2007

The report of Diwan Al Madalim (ombudsman) for the years 2006 and 2007 is published in the Official Gazette No. 5680 of November 6, 2008.

The report consists of two parts:

The first part includes the achievements of this institution as regards complaints and grievances received. A statistical and analytical study of data emanating from these complaints and grievances is carried out. The report highlights that the study reveals several indicators showing that there is a progress in handling complaints. Thus, it reveals the nature of cases and problems faced by citizens in dealing with the administration and the various territorial regions. Similarly, an increase in the number of complaints that fall within the remit of the institution is reported, while the number of irrelevant complaints has not changed in comparison to other years. The administrations concerned by complaints are always the same and are in the top of the list, given the nature of their activities and services provided to citizens.

The results of handling these complaints showed that the components of the national map of complaints and its indicators have not experienced a major change both at the level of the classification of cases and themes (administrative issues, real estate, financial) and at the level of the territorial regions concerned, government departments except the Ministry of Justice. The complainants were referred to other bodies as part of a program of coordination between Diwan al-Madalim and officials of the said Ministry.

The second part focuses on parallel activities conducted by the institution in the field of communication with its partners both internally and externally. These activities have focused on reporting, the creation of joint committees with the administrations concerned. Similarly, other activities were highlighted, such as programs of awareness-raising and promotion of the institution among citizens, and communication meetings with graduates of institutes.

Finally, the report includes the future work of the institution by defining the main areas of work of the institution in the short and medium term based on three essential principles:

First principle: reduce the distance between the administration and citizens by adopting a policy of efficient communication, based on professionalism, efficiency and streamlining.

Second principle: achieve a continuous work to encourage the administration to respect the supremacy of law and fairness.

Third principle: work continuously to promote the culture of effective citizenship among administrative officials, civil servants, ordinary citizens for a collective participation in building the rule of law, and for ensuring balance between the interests of people and the general interest.

The report also includes:

- The report submitted to His Majesty on the proposals of the institution against corruption;

- Two reports submitted to the Prime Minister:

1- Report on the fate of complaints transferred to some administrations, the implementation of the conciliation mechanism for amicable resolution of disputes between the administration and citizens;

2- Report on cases of refusal by public administrations to implement the recommendations issued by Wali Madalim.
