CALL FOR THE INSTITUTIONALIZATION OF CITIZENSHIP AND HUMAN RIGHTS EDUCATION CLUBS IN EDUCATIONAL INSTITUTIONS AND INCREASE OF THEIR BUDGETS

The participants of a workshop on citizenship and human rights education clubs in educational institutions called for the institutionalization of these clubs and the increase of their budget to support them.

This call was launched at the end of a workshop organized by CCDH regional office in Beni Mellal. This workshop was held in cooperation with the regional academy of education and training in the region of Tadla-Azilal. It was organized for the coordinators of citizenship and human rights education clubs in the educational institutions of Azilal, Beni Mellal and Fqih Ben Saleh, from 10 to 12 November 2010.

Organized as part of the efforts made to promote human rights culture through the education and training system, this workshop aimed at the preparation of a plan of action to promote human rights culture. It called for the generalization and institutionalization of citizenship and human rights education clubs.

The participants issued several recommendations, including:

- the promotion of the work of citizenship and human rights education clubs and the inclusion of these clubs in the system of education;

- inclusion of the work of these clubs in the standards used to choose the best schools;

- institutionalization of these clubs;

- increase of their budget and creation of spaces appropriate for their work and equipment;

- adoption of a training program for these clubs;

- documentation of their activities, search for successful experiences and standardization of work references;

- creation of communications channels among these clubs to exchange experiences;

- creation of a human rights library in the educational institutions;

- creation of communication supports for these clubs (brochures, CDs, posters, videos, etc.) to promote human rights culture..

The Advisory Council on Human Rights (CCDH) and the Ministry of National Education, Higher Education, Staff Training and Scientific Research concluded on 7 December 2005 an agreement to promote human rights in the education system, in its pedagogic and cultural dimensions. Under this agreement, the two parties undertake to incorporate human rights in all school levels, and in regular and irregular education through various components and channels of education and through all educational and training activities.
