Legal and institutional aspects are insufficient to effectively realize women’s rights and equality, stated Ms. Amina Bouayach

Ms. Amina Bouayach, Chairperson of the National Human Rights Council (CNDH), represented by Mr. Mustafa Najmi, Acting Director for the promotion of Human Rights, delivered a statement at a meeting on promoting the concept of positive masculinity organized by the Ministry of Solidarity, Social Integration and the Family, on Wednesday 29 March 2022, in Rabat, Morocco.

Within this context, she emphasized that the reality demonstrates that the legal and institutional aspects are insufficient to effectively realize women's rights and equality and eliminate discrimination against women.

She stated that there is a need for parallel mechanisms to achieve balance within society, protect women’s rights from violation, support equality, and combat discrimination/violence against them. These mechanisms meet social and cultural dimensions taking into account the oppressive and inherited customs and stereotypes defining the roles of men and women.

Ms. Bouayach said that ending this prevailing culture requires stopping the reproduction of negative masculinity models, deepening the understanding of positive masculinity meanings and promoting them in society. Thus, she called on men and women, institutions and civil stakeholders to build a State and a society of justice and equality.

CNDH Chairperson underlined the outcomes of the CNDH campaign Manskotch Ala El Onf (Speak out against gender-based violence) launched on 25 November 2021, which culminated in drafting a report highlighting the various aspects of the ongoing violence. This report sheds lights on the difficulties facing survivors when they denounce their abuser and their fear of revenge. Besides, it approaches the multidimensional socio-cultural obstacles related to the social structure and its rules that press women and do not support them to achieve redress.

On the same occasion, Mrs. Aawatif Hayar, Minister of Solidarity, Social Integration and Family, said that society pays an expensive economic and social cost as a result of women and girls being subjected to violence, discrimination and marginalization. She added that it becomes necessary to mobilize all relevant actors and civil society to combat this scourge and promote gender equality.

For his part, Mr. Luis Mora, Resident Representative of the United Nations Population Fund in Morocco, welcomed the particular attention that Morocco pays to the issue of violence against women and the choice of Positive Masculinity to be the theme to address at this meeting. He also indicated that violence against women is still prevalent in the world. Despite that, it is treated with leniency, he added.
