Call for applications: independent and impartial election observation (2015)

In accordance with:

- Articles 11 and 161 of the Constitution;

- Royal Dahir # 1-11-19 dated 25 Rabii I 1432 A.H. (1st March 2011) establishing the National Human Rights Council, mainly Article 25;

- Law # 30-11 setting out the terms and conditions of independent and impartial election observation;

The Special Commission for the Accreditation of Election Observers hereby calls for applications for the accreditation of national and international observers to carry out independent and impartial observation of the following elections:

1. The elections of the regional and local councils, due on 4 September 2015;

2. The elections of the prefectural and provincial councils, due on 17 September 2015;

3. And the elections of the House of Councillors, due on 2 October 2015.

Pursuant to Article 2 of Law # 30-11, shall be eligible for accreditation:

· National institutions mandated by law to observe elections;

· Active civil society associations known for their professionalism and work in the field of human rights and the promotion of the values ​​of citizenship and democracy, legally established and operating in accordance with their articles of association;

· International non-governmental organizations interested in election observation, legally established in accordance with their national laws and known for their independence and impartiality.

To submit their applications to the Special Commission for the Accreditation of Election Observers, eligible organizations are invited to fill in the application form and the list of observers and sign the Observation Charter (please see further below). Applications must be sent to the following email address: observation2015@cndh.org.ma.

Applications for accreditation can also be submitted at the registry of the National Human Rights Council, located in Hay Ryad-Rabat, in a sealed envelope for the attention of the Chairman of the Special Commission for the Accreditation of Election Observers.

The deadline for submitting accreditation applications is July 30, 2015 at 4:30 p.m. (GMT).

The Special Commission for the Accreditation of Election Observers will review the duly submitted applications and notify its decision to the applicants no later than August 10, 2015.

The accredited organizations shall undertake to respect the Observation Charter and the laws and regulations related to the aforementioned elections.

The Special Commission for the Accreditation of Election Observers encourages applications that reflect geographic, cultural and gender diversity as well as applications from disability rights organizations.

Eligibility requirements:

1.       National observers

· Must not be candidate for the elections they wish to observe;

· Must be enrolled on the general electoral roll;

· Must sign the Observation Charter.

2.      International observers

· Must demonstrate proven experience in election observation;

· Must sign the Observation Charter.

 

 

Observers’ photos (standard passport size) must be sent separately. Photos must be saved in .jpg format with the observer’s ID or passport number as names (IDnumber.jpg or Passeportnumber.jpg).
