Editorial

This issue of the Newsletter of the Advisory Council on Human Rights (CCDH) addresses the medical cover program launched for the victims of the gross human rights violations. It sheds light on the guiding principles of its adoption, the process of its development and the progress made in its implementation. Also, it deals with several experiences of health reparations across the world.

The process of the Equity and Reconciliation Commission (IER) as regards reparations for the victims of gross human rights violations is characterized by comprehensiveness and sustainability.

Reparations were dealt with from a comprehensive perspective. The concept of reparation does not make a separation between the establishment of truth, the official and public recognition by the State, rehabilitation, preservation of the memory and other forms of reparation. It is not limited to financial and moral compensations; rather, it includes other individual reparations, such as the settlement of legal, administrative and occupational situations, social reintegration, community reparations and health and psychological rehabilitation of victims and their rightful claimants.

The sustainable aspect manifests itself in the recommendations issued by the Equity and Reconciliation Commission (IER) on the preservation of the memory, the reforms to enhance of the rule of law, the guarantees of non-repetition and the medical cover for victims of the gross human rights violations, perpetrated in the past. Therefore, the medical cover aimed to ensure permanent care for victims on the basis of the principles of preservation of dignity, rehabilitation, and social solidarity.

The fundamental value of the program of medical cover for victims of gross violations of human rights is its contribution to the restoration of the dignity of victims and assistance for social reintegration, as well as the alleviation of suffering resulting from past gross violations of human rights.
