CCDH ANNUAL REPORT 2009: SITUATION OF HUMAN RIGHTS IN MOROCCO AND CCDH OUTCOME

The special report of this issue sheds light on the annual report 2009 of the Advisory Council on Human Rights (CCDH), presented during the 37th session of the Council, on 20 December 2010.

This report highlights the work of the Council - as a national pluralistic and independent institution for the protection and promotion of human rights - in the field of monitoring and responding to human rights violations. It sheds light on the international commitments and treaty practice of Morocco. This practice is one of the main and important aspects of adherence to the international human rights system.

CCDH annual report 2009 highlights the treaty practice of Morocco and necessary procedural measures (adherence to and ratification of international treaties and conventions, withdrawal of reservations, efforts of harmonization of relevant national provisions with international laws and the integration of the provisions of international conventions into national law). It sheds light on the presence of the Kingdom at the level of international conferences in charge of the preparation of draft international conventions, the participation of the Kingdom in the conclusion stages of the conventions through signature, adherence and ratification. It also sheds light on the submission of the government’s periodic reports and NGO shadow reports on the implementation of the international human rights conventions, in addition to the follow-up of the work of harmonization of national laws with the provisions of these conventions.

The second section of the first part deals with the practice of some rights and freedoms, and provides information on complaints and grievances, citizens submitted to the Council, and the reports of national and international NGOs. The second part of the report discusses the activities and the work of the Advisory Council on Human Rights in 2009.

It’s worth mentioning that the Council has adopted a new approach for the preparation of its reports. This new approach takes into account the national, independent and pluralistic nature of the Council, which has extended prerogatives in the field of human rights protection and promotion. The Council will initiate a workshop devoted to the methodology of its annual reports preparation.
