The Ministry of Interior

1- Agreement to rehabilitate the regions covered by the community reparation program As part of the implementation of the Equity and Reconciliation Commission (IER), a cooperation and partnership agreement was signed by the Advisory Council on Human Rights (CCDH) and the Ministry of Interior to rehabilitate the regions covered by the community reparation program (Errachidia, Zagoura, Khenifra, Ouarzazate, Al Hoceima, Nador, Casablanca (Hay Mohammadi),Tan Tan, Azilal and Khemisset).

Under this agreement, the Ministry of Interior and local communes are committed to ensure community reparation in the regions in question in accordance with the IER recommendations, to support the settlement of the real estate situation of the former centers of enforced disappearance, to contribute to their restoration and converting them into social, cultural and economic complexes in coordination with local actors, and to provide the technical and legal counseling necessary for the implementation of the programs.

The CCDH undertakes to conduct studies and submit proposals likely to ensure community reparations for the provinces in question, collect information and data, and draw up reports on the implementation of the community reparation program. The two parties had signed on December 23, 2008 a supplementary agreement, by virtue of which other regions are included in the community reparation program, namely Khemisset, Azilal and Tan Tan.

2- Agreement to Train Law Enforcement Personnel of Ministry of Interior

This agreement between the Advisory Council on Human Rights (CCDH) and the Ministry of Interior aims to promote the human rights culture through awareness-raising and training for the law enforcement personnel of the Ministry of Interior. The agreement aims to:

- assess the education and training programs on human rights in the Ministry of Interior’s training institutions;

- develop programs of awareness-raising and in-service training for the personnel of the Ministry of Interior, and members of the national security, auxiliary forces and civil protection, in accordance with standards which will be inspired from the international standards in the field;

- adopt continuous follow-up and assessment to apply these programs.
