Training Session on Mendez Principles: Mr. Bensalah Emphasized Morocco’s Adherence to OPCAT as an Implementation of an IER Recommendation
Mr. Mounir Bensalah, Secretary General of the National Human Rights Council (CNDH), took part in the opening of the training session on Mendez Principles organized by the Council of Europe (CoE) on 14 and 15 March 2024 in Rabat, Morocco.
In this context, he emphasized that Morocco’s adherence to the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) represents the culmination of extensive efforts by several stakeholders, including the CNDH ( and the formerly Advisory Council for Human Rights-CCDH).
He also underlined that this ratification is the implementation of the Equity and Reconciliation Commission (IER) recommendation, noting that the CNDH is commemorating the IER 20th anniversary this year.
Mr. Bensalah highlighted the CNDH’s keen interest in this theme, as a National Human Rights Institution (NHRI) and a National Preventive Mechanism against Torture (NPM). He also noted that the establishment process of the NPM in Morocco was the culmination of several legal, procedural and operational developments.
In the same context, CNDH Secretary General shed light on the CNDH’s ongoing commitment to fully support the functioning of the NPM, particularly through the organization of capacity-building sessions for its members and staff. He also stressed the importance of drawing lessons from past experiences while remaining receptive to new approaches and tools to reinforce the fight against torture and promote human rights.
Additionally, Mr. Bensalah underlined the CNDH initiative calling on the Moroccan government to support the Mendez Principles, thus showcasing the CNDH’s firm commitment to promoting human rights.
CNDH Secretary General expressed his assurance regarding the positive impact of this training session on understanding and effective application of the Mendez Principles, particularly in the context of preventing torture.
