CNDH organizes the Second Meeting of the AFCNDH Commission for Reflection on Migration

In its capacity as a member of the Commission for Reflection on Migration of the Francophone Association of National Human Rights Commissions (AFCNDH), the National Human Rights Council- Morocco (CNDH) organized, on 21 November 2022, by videoconference, the Second Meeting of the Commission.

NHRIs Representatives from Burkina Faso, Niger, Morocco and Tunisia took part in this meeting.

This meeting aims to share NHRIs actions since the first Commission meeting held last June. It also intends to highlight the priorities and challenges of each NHRI in the implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM) in the French-speaking world.

At the opening session of this event, Mrs. Amina Bouayach, CNDH Chairperson, reiterated the need for NHRIs to play a more active role in monitoring the rights of migrants’ violations and in advocating and developing programs aiming to improve their situation. She also underlined the importance of exploring synergies between the GCM and the UN Committee on Migrant Workers (CMW) to better protect and promote the rights of migrants.

Mrs. Bouayach also shed light on the CMW recommendations calling on States to ratify the International Convention, approve the GCM, and implement them in full synergy and complementarity.

This meeting was also an opportunity to emphasize the interaction of the CNDH, in its capacity as Chair of the Migration Working Group of the Network of African National Human Rights Institutions (NANHRI), with the CMW at a hybrid special session, held on 21 September 2022, to share the working group (WG) actions. The CMW recommended this WG to conduct joint actions between the Committee, NANHRI and the European NHRIs Network to address migration issues.

Mrs. Bouayach also addressed the right of foreigners to social protection issues. She recalled the CNDH seminar on " Inclusion of foreigners in the social security project: Principles and challenges of implementation ", organized in partnership with the United Nations High Commissioner for Refugees in Morocco (HCR Morocco) and the International Organization for Migration Morocco (IOM Morocco).

Within the same context, the CNDH shared its actions conducted since last June in terms of protecting the rights of foreigners which are anchored in a transversal way in the GCM objectives.
