A NEW VISION OF HUMAN RIGHTS IN MOROCCO: TRIPLE “P” APPROACH (PREVENTION, PROTECTION, PROMOTION)

Dear visitors,

First of all, I would like to express my best wishes for the year 2019 to all of you. This year, in which I am starting as the new President of the National Human Rights Council (CNDH) of Morocco, a year full of inherited and new challenges, is also an opportunity to renew our country’s commitment to the prevention, protection and promotion of human rights. This year also provides possibilities for us to consolidate our achievement and to expand it to vulnerable groups of our society, which hasn’t been our public priority for a long time.

Our determination to build Morocco, a State based on the Rule of Law, should be firm and pragmatic at the same time. It must be firm in its choice of respecting the rules of law and human rights principles and values, as enshrined in the Constitution, a real contract between all Moroccans, and as governed by international treaties ratified by Morocco.

And at the same time, it must also be pragmatic in the sense that every true democracy is an institutional democracy above all, where the investment of citizens in the functioning of institutions is the essence of popular sovereignty. The expanded mandate of the CNDH conferred by the new law, testifies the will of our country to consecrate the principles of justice, dignity and freedom as fundamental principles of our society; a society where tolerance, diversity and openness to others has a long eminent history.

The clear guidelines of His Majesty King Mohammed VI underlined the importance of establishing independent mechanisms for prevention, protection and promotion of human rights, namely the National Mechanism for the Prevention of Torture, the National Complaint Mechanism for Children Victims of Violations of their Rights and the National Mechanism for the Protection of the Rights of Persons with Disabilities.

The independence of the CNDH is, indeed, the fundamental guarantee of the effectiveness of its action and the sine qua non condition for a vigorous and efficient cooperation with other institutions in the Kingdom, including the Parliament, the Government and the Judicial Power.

Besides, the civil society is also recognized in our Constitution as a key player in our political system. The university, as well, has a significant role in debating, innovating and sharing ideas. Furthermore, we shall not forget our interaction with international organizations and with whom we share principles and international human rights standards.

The appropriation and broadcasting of universal values of human rights is an individual and collective responsibility emanating from the freedoms of each one. It is, therefore, up to every single individual and each organization to participate and get involved. This will be our best way to defend human rights in our country.
