Mrs. Bouayach announces launching the CNDH regional consultations with children under the slogan "I am the one who decides my fate"

Mrs. Amina Bouayach announced the launch of the National Human Rights Council (CNDH) regional consultations with children under the slogan "I am the one who decides my fate" from January to June 2023.

Conclusions and recommendations of these consultations will be included in the parallel report to the government report on the Convention on the Rights of the Child, which will be submitted to the UN Committee on the Rights of the Child in September 2023.

This declaration is part of the CNDH Chairperson’s statement at the interactive meeting on "Children in Difficult Conditions: What Protection?", organized on Friday 25 November 2022, in Casablanca, Morocco, by the CNDH in partnership with the Ministry of Youth, Culture and Communication.

The movie "Ali Zawa" directed by Nabil Ayouch was projected and discussed with several institutional and associative actors working on the protection of children in child protection centers.

The CNDH Chairperson considered that children’s access to their rights depends on the extent of their involvement in the process of policies that concern them. She emphasized the need to institutionalize the principle of children’s participation as stipulated in the Convention on the Rights of the Child. It is a fundamental principle in the CNDH actions.

The CNDH relies on the approach of working with children within the framework of a contractual partnership: meaning, we think together, we propose together, and we implement collectively, she stressed.

Mrs. Bouayach shared several CNDH concerns with the participants. She questioned why placing children in difficult conditions in the same center with children in conflict with the law, knowing that their educational and disciplinary needs are different.

She also questioned the point of placing some children in difficult conditions in social care institutions while placing others, who are also in difficult conditions, in child protection centers, although they have two different systems.

Within this context, the CNDH Chairperson highlighted the third strategic objective of the integrated public policy for child protection 2015-2025, in which institutional actors are committed to unifying the standards of institutions and children’s caring practices.

For his part, Mr. Nabil Ayouch, Director of the "Ali Zawa" movie which revealed the suffering of children in difficult conditions, stressed the role of art and culture in raising awareness and shedding light on societal issues, including children in difficult conditions issues and their ability to change the fate of several groups for the better...

Within the same context, Mrs. Bouayach also visited an association in Casablanca that takes care of children in difficult conditions, in general, and children in street conditions, particularly. As part of her spontaneous interaction with the children, the CNDH Chairperson expressed her joy and commitment when discussing with children, and her enthusiasm to be at the level of their aspirations.
